Job Description

The Associate Director Operational Preparedness is a full-time position and will support the Director of Field Operations in leading the continued and sustainable operational preparedness across the Organisation including the Disaster Relief and Recovery Teams (DRRTs).  

 

Reporting to the Director of Field Operations, this role will work to ensure that the operational preparedness and readiness is contributing to Disaster Relief Australia (DRA) achieving its strategic mission and objectives. The role will also have a Capability and Training function, advocating and representing the Field Operations needs and priorities to the Training and Capability departments. 

 

The Associate Director Operational Preparedness will function in a 2IC role for the Director of Field Operations carrying out delegated operational and administrative tasks from the Director. It will also act in a support capacity for the other Field Operations functional roles, including Future Operations/Planning, Current Operations, Logistics and ASAT. 

 

The position will partner with DRA volunteers and employees across the organisation and work with all DRA departments to ensure the continued operational preparedness of every DRRT and each department to operationally support National and Short-Term Operations.  

Key accountabilities 

 Preparedness Support 

  • Support DRRT Associate Directors to identify areas of improvement for volunteers to uplift their skills and to meet the operational needs of the DRA. 

  • Support DRRT Associate Directors to conduct a skills gap analysis of their volunteer teams to identify areas that require additional focus in training and skills maintenance. 

  • Conduct audits of training engagements by DRA volunteers via DRA training dashboards. 

  • Work with the wider Field Operations team to ensure alignment with DRA’s operational framework. 

  • Ensure that the DRRT Associate Directors teams have equipment serviced and maintained to ensure operational readiness to support National and Short-Term Operations. 

  • Liaise with Safety and Risk to ensure relevant safety documentation is up to date. 

Operations Support 

  • Create and maintain a register for all DRRT Short-Term Operations. 

  • Support DRRT Associate Directors to identify opportunities for Short-Term Operations.  

  • Work with organisational support departments to ensure the maintenance and understanding of operational support requirements. 

  • Participate in operational focused planning, execution and demobilisations taskings. 

Operational Readiness Assessments 

  • Work with DRRT Associate Directors to ensure each DRRT conducts a minimum of one Operational Readiness Assessments per calendar year to measure the DRRT state of operational readiness, personnel capability, equipment, and training. 

  • Work with DRRT Associate Directors and Field Operations to define/create the measurement/assessment criteria for Operational Readiness Assessments 

  • Support DRRT Associate Directors in preparing for and running their Annual State of Readiness Assessment. 

  • Responsible for the development of Scenario-Based Operational IMT Training. 

DRA Training and Field Operations  

  • Liaise with DRA Training team to provide input as to the Field Operations’ priorities for operational training. 

  • Provide support and advice to the DRA Training team on relevant aspects of operational training. 

  •  Assist in the development of content for Operational Skills Training activities and other SME supported courses. 

  •  Collaborate with the Training Team to provide Field Operations SME advice on the Operational Skills Training curriculum, ensuring that essential skills for operations are incorporated into its development and maintenance. 

DRA Capability and Field Operations 

  • Liaise with DRA Capability Development Teams (CDT’s) to provide input as to the priorities of Field Operations for developing new and building on existing capabilities based on operational needs. 

  • Collaborate with Capability teams to provide Field Operational SME advice on projects and doctrine production. 

  • Participate in capability development discussions to advocate for field operations requirements. 

  • Support the integration of new capabilities into deployment structures.

Key challenges 

  • Alignment of volunteer preparedness requirements as per the DRA Capability Target framework. 

  • Creation, validation and annual execution of the DRRT Operational Readiness Assessments assessment across all DRRTs., in collaboration with the Director of DRRT’s 

  • Ensuring strategy development and implementation is inclusive of relevant DRA leaders and aligns with Volunteer Uplift Program Projects and objectives.  

  • Retention and engagement of the DRRT Leadership Team and Volunteer cohort.
